Improvements noted on report card

Local schools and both local school systems continued to meet state goals and federal guidelines during the 2006-2007 school year, according to data released last week by the Tennessee Department of Education.

As part of its annual report card on schools and districts across the state, the Department of Education provides insight with a series of school-by-school scores, including scores on AYP indicators, achievement test scores, value-added scores, and more.

As Education Commissioner Lana Seivers announced earlier this year, every school in Scott County met Annual Yearly Progress (AYP) requirements again in 2006-2007. AYP is part of the federal No Child Left Behind Act, which requires that schools and districts meet a series of federal benchmarks.

In the Oneida Special School District, the elementary and middle schools tested 94% of its students proficient or advanced in math in 2007. That number is unchanged from 2006, and is well ahead of the AYP mandated 79% and ahead of the statewide average of 90%. In reading and language arts, 93% tested proficient or advanced. That number is down slightly from last year’s 94%, but remains well ahead of the mandated 83% and is ahead of the statewide average of 90%.

The K-8 attendance rate in the Oneida district was 95% in 2007, ahead of the statewide goal of 93%.

In the Scott County School System, the elementary and middle schools tested 89% of its students proficient or advanced in math, slightly below the statewide average of 90%, but above last year’s 87%. In reading/language arts, 91% tested proficient or advanced, ahead of the statewide average of 90%, and ahead of last year’s 88%. NCLB mandates that 79% test proficient or advanced in math and 83% in reading/language arts.

The K-8 attendance rate in the county school system in 2007 was 94.3%, ahead of the statewide goal of 93%.

Each school’s report card is broken down as follows:

HIGH SCHOOLS

• Oneida High School

AYP indicators: In math, 86% of students tested proficient or advanced, down from last year’s 95% but above the statewide average of 85% and above the AYP-mandated 75%.

In reading/language arts, 85% tested proficient or advanced, down from 93% in 2006 and below the statewide average of 91%. That number is also below the AYP-mandated 90%, but the school’s three-year average remains above it, at 92%.

Academic achievement: Oneida High’s 11th grade TCAP writing score was 4.1, receiving a grade of “A.” The statewide average was 4.0, also an “A.”

The school’s average ACT composite score was 20.7, the same as the statewide average. The three-year average ACT composite at the school is 20.8, above the state average of 20.6.

Non-academic indicators: Oneida High’s attendance rate in 2007 was 96.1%, up from 94.3% in 2006 and ahead of the state goal of 93%. The dropout rate was 8.8%, up from 3.3% in 2006 but better than the state goal of 10%. The graduation rate was 90.1%, down from 96.5% in 2006 but slightly ahead of the state goal of 90%.

• Scott High School

AYP indicators: In math, 88% of Scott High’s students tested proficient or advanced last school year, up from 84% in 2006 and above the state average of 85%. AYP mandates 75%.

In reading/language arts, 92% of students tested proficient or advanced, down from 97% in 2006, but still ahead of the state average of 92%, and the AYP-required 90%.

Academic achievement: Scott High’s 11th grade TCAP writing score was a 4.0, earning a grade of “A.” That score was the same as the state score, and is based on a three-year average.

The school’s ACT composite score in 2007 was 20.5, slightly below the state average of 20.7. The three-year average ACT composite is 20.2, below the state average of 20.6.

Non-academic indicators: Scott High’s attendance rate in 2007 was 91.9%, up slightly from 91.6% in 2006 but below the state goal of 93.0%. The cohort dropout rate was 9.3%, slightly worse than 2006’s 8.6% but better than the state goal of 10%. The graduation rate was 77.9%, down from 80.5% in 2006 and well below the state goal of 90%.

MIDDLE SCHOOLS

• Huntsville Middle

AYP indicators: In math, 92% of students at Huntsville Middle tested proficient or advanced last school year, up from 83% in 2006, and ahead of the state average of 90%. AYP requires 79%.

In reading/language arts, 94% tested proficient or advanced, up from 89% in 2006 and ahead of the state average of 90%. AYP requires 83%.

Academic achievement: On the TCAP criterion-referenced tests (based on three-year average), Huntsville Middle received scores of 50 (C) in math, 56 (B) in reading/language, 50 (C) in social studies, and 59 (A) in science. In writing, the school received a grade of 4.2, an “A.”

Non-academic indicators: Huntsville Middle’s attendance rate was 93.4% in 2007, down slightly from 93.7% in 2006 but ahead of the state goal of 93.0%. The promotion rate was 99.5%, unchanged from a year earlier and ahead of the state goal of 97%.

• Oneida Middle

AYP indicators: In math, 94% of students at Oneida Middle tested proficient or advanced in 2007, up from 93% in 2006 and ahead of the state average of 90%.

In reading/language arts, 94% tested proficient or advanced, up from 93% in 2006 and ahead of the state average of 90%.

Academic achievement: On TCAP criterion-referenced tests, Oneida Middle scored a 59 in math (A), 61 in reading/language (A), 57 in social studies (B) and 57 in science (B). In writing, the school received a grade of 4.5, or “A.”

Non-academic indicators: Oneida Middle posted an attendance rate of 95.8% in 2007, up slightly from 95.2% in 2006 and ahead of the statewide goal of 93%. The promotion rate was 97.3%, down from 99% in 2006 but ahead of the state goal of 97%.

ELEMENTARY SCHOOLS

• Burchfield Elementary

AYP indicators: 90% of students at Burchfield tested proficient or advanced in math in 2007, down from 93% in 2006 but at the state level of 90%. AYP mandates 79%.

In reading/language arts, 91% tested proficient or advanced, up from 89% in 2006 and ahead of the state average of 90%. AYP requires 83%.

Academic achievement: On TCAP criterion-based testing, based on a three-year average, Burchfield received scores of 55 (B) in math, 53 (B) in reading/language, 50 (C) in social studies, and 52 (C) in science. In writing, the score was 4.2 (A) in 5th grade and 4.7 (A) in 8th grade.

Non-academic indicators: The attendance rate at Burchfield was 94.2% in 2007, down from 94.8% in 2006 but ahead of the state goal of 93%. The promotion rate was 97.5%, down from 99.5% in 2006 but ahead of the state goal of 97%.

• Fairview Elementary

AYP indicators: 88% of students at Fairview tested proficient or advanced in math in 2007, up from 87% in 2006 but below the state average of 90%.

In reading/language arts, 92% of students tested proficient or advanced, unchanged from 2006 and ahead of the state average of 90%.

Academic achievement: On TCAP criterion-based testing, Fairview received scores of 56 (A) in math, 55 (B) in reading/language, 51 (C) in social studies, and 56 (B) in science. In writing, the score was 4.3 (A) in 5th grade and 4.2 (A) in 8th grade.

Non-academic indicators: The attendance rate at Fairview in 2007 was 94%, down from 95.1% in 2006 but ahead of the state goal of 93%. The promotion rate was 96.7%, down from 98.3% in 2006 and slightly below the state goal of 97%.

• Huntsville Elementary

AYP indicators: 95% of students at Huntsville Elementary tested proficient or advanced in math, up from 89% in 2006.

In reading/language arts, 94% tested proficient or advanced, up from 90% in 2006.

Academic achievement: On TCAP criterion-referenced testing, Huntsville Elementary received scores of 53 (B) in math, 52 (B) in reading/language, 50 (C) in social studies, and 53 (C) in science. In writing, the score was 4.3 (A).

Non-academic indicators: Huntsville’s attendance rate was 94.7% in 2007, up slightly from 94.5% in 2006 and ahead of the state goal of 93%. The promotion rate was 97.8%, down slightly from 98% in 2006 but above the state goal of 97%.

• Oneida Elementary

AYP indicators: 93% of students at Oneida Elementary tested proficient or advanced in math, down from 95% in 2006.

In reading/language arts, 90% tested proficient or advanced, down from 94% in 2006.

Academic achievement: On TCAP criterion-referenced testing, Oneida Elementary received scores of 60 (A) in math, 57 (A) in reading/language, 57 (B) in social studies and 59 (A) in science. In writing, the score was 4.2 (A).

Non-academic indicators: The attendance rate at Oneida Elementary was 94.6% in 2007, down slightly from 94.9% in 2006 but above the state goal of 93%. The promotion rate was 98.8%, down from 99.7% in 2006 but ahead of the state goal of 97%.

• Robbins Elementary

AYP indicators: 86% of students at Robbins tested proficient or advanced in math in 2007, down from 88% in 2006.

In reading/language arts, 89% tested proficient or advanced, up from 87% in 2006.

Academic achievement: On TCAP criterion-referenced testing, Robbins received scores of 52 (B) in math, 50 (C) in reading/language, 49 (C) in social studies, and 52 (C) in science. In writing, the score was 4.0 (A) in 5th grade and 4.3 (A) in 8th grade.

Non-academic indicators: The attendance rate at Robbins was 94.7% in 2007, up from 94.4% in 2006 and ahead of the state goal of 93%. The promotion rate was 99.6%, up from 99.3% in 2006 and ahead of the state goal of 97%.

• Winfield Elementary

AYP indicators: 81% of students at Winfield tested proficient or advanced in math in 2007, down from 84% in 2006.

In reading/language arts, 89% tested proficient or advanced, up from 76% in 2006.

Academic achievement: On TCAP criterion-referenced testing, Winfield received scores of 50 (C) in math, 48 (C) in reading/language, 48 (C) in social studies, and 46 (D) in science.

Non-academic indicators: The attendance rate at Winfield was 94.3% in 2007, down from 94.7% in 2006 but ahead of the state goal of 93%. The promotion rate was 94.4%, down from 98.2% in 2006 and below the state goal of 97%.
