Indictments issued by the Grand Jury are merely criminal accusations and do not represent criminal convictions. An indictment is a written charge, drawn up by a prosecuting attorney and presented to the Grand Jury. A true bill is returned when the Grand Jury determines that there is sufficient evidence to send the case to trial. All persons indicted by the Grand Jury remain innocent until proven guilty.
