Ownership Of Old WES Transferred To County

HUNTSVILLE — The Scott County Board of Education has voted to transfer ownership of the old Winfield School building and the five acre tract on which it sets to the Board of County Commissioners.

That action came during the board’s regular monthly meeting held Thursday at the Central Office in Huntsville, and was one of several routine items with which the board dealt.

The intergovernmental transfer of property comes after an informal agreement with the county legislative body several months earlier in exchange for additional funding to purchase needed items for the new school facility. The transfer (which has since been accepted by the commission), takes effect November 1.

In other business Thursday, the board voted to buy two state surplus automobiles, one for the driver’s education program and the other as an attendance incentive give-away, both at Scott High School.

The vote on David Marlar’s motion to purchase the two vehicles came after a brief discussion. To be bought are a 2001 Dodge Stratus for $6,800 and a 2001 Ford Taurus for $7,900. The Dodge has 61,000 miles on the odometer, while the Ford has 41,000 miles.

Board member Jim Sexton was reluctant to support the motion, saying the only discussion he recalled was appropriating $5,000 for the attendance program. Sam Wright then asked if the motion could be changed to state that it was for the purchase of just one car, but Marlar insisted his motion stand as presented. It carried by a 4-3 vote of the board with Wright, Sexton and Rodney West casting the dissenting votes.

Also Thursday, the board:

• Voted to asked the county finance director to hold a county wide surplus auction sale at the old Winfield School site, with the date to be announced later;

• Approved an agreement with the Campbell County Board of Education to transport a student from their system to the Scott County School System for the remainder of the school year;

• Approved the 1) 2005-06 Compliance Report; 2) Textbook Committee; and 3) an IDEA Part B Budget Transfer request;

• Accepted bids submitted by Magna Signs for a sign, Ellison Sanitary Supply for a buffer, and asphalt paving for a play area all for Winfield Elementary School, as well as a bid from Brewster Builders for repair of a canopy at Huntsville Elementary School;

• Voted to approve a trip by the Air Force Junior ROTC students to Rossville, Ga. on Oct. 15;

• Approved changing the board’s November work session to Wednesday, Nov. 2 at 5 p.m. at Fairview Elementary School, after Director of Schools Mike Davis announced that there would be no school on Nov. 1;

• Voted to accept a refund due to a payroll error from Director of Schools Davis, who was over compensated in 2005, with the refund going into the school system’s General Fund; and,

• Voted to appropriate $500 for a table for board members at the upcoming Boys & Girls Club fundraising banquet on Oct. 24 at the National Guard Armory.
