Routine Matters Dominate School Board Meeting

HUNTSVILLE Ñ Meeting in reorganizational session here Thursday night, the Scott County Board of Education reelected Sam Wright as chairman, and chose Jim Sexton as vice chairman. That action came at the start of Thursday nightÕs regular monthly meeting, after which Director of Schools Mike Davis presented Wright with a plaque for his previous year of service as the boardÕs chairman.

In other business, the board adopted a policy concerning renovation, retrofitting and remodeling of school facilities, whereby board action would be required before any changes to facilities could be made.

Director Davis explained that any changes to school facilities had to be approved by the Board of Education in order to determine if such changes would result in a violation of fire codes. He said volunteer groups or individuals have previously taken it upon themselves to make improvements and/or changes to school facilities which, although well intended, actually put the facilities in violation of state fire codes.

By unanimous vote, the board approved a $12,500 appropriation to the S.T.A.N.D. drug education and testing program Ñ funds which come from the Safe School and Drug Free Grant program.

The board also voted to:

¥ Approve the extended contract for teachers as submitted by the committee which negotiated with the teachers;

¥ Adopted a Òcap sizeÓ policy for special education classes as drafted by the State Department of Education;

¥ Approved private bus runs for the current school year for certain roads where school buses cannot go;

¥ Approved an agreement with the Boys and Girls Clubs of Scott County where meals provided for the after school program at the Huntsville School Center would be put on a monthly billing cycle;

¥ Approved the 2003-2004 Safe Schools Grant, which will be used to acquire two-way radios for school buses and to pay the crossing guard at the Huntsville School Center;

¥ Approved an amended Special Education budget for the new school year which will allow for $45,532.78 to be carried over from the previous yearÕs budget to be used to create a special electronic filing system;

¥ Approved school trips as requested for the Beta Club and the Scott High School senior class;

¥ Accepted a payment of $1500 from the Appalachian Service Project (ASP) and turned those funds over to Robbins Elementary School, which had been used to house ASP volunteers over the summer months; and,

¥ Approved a change in the current school calendar to show that there would be no school on October 24 (East Tennessee Education Association annual meeting), instead of October 31, has had originally been listed as the date for that meeting.

Although no board action was required, Director Davis included on agenda a list of personnel actions which had taken place since the boardÕs last meeting. The list included the hiring of:

¥ Master Sgt. Richard Vincent, and rehiring of Lt. Col. Fred Tindell, as Air Force Junior ROTC instructors;

¥ Natasha Sexton as a county-wide family resource teacher;

¥ Rusty Yaden as girls basketball coach and Sandra Hutson as Scholars Bowl coach at Fairview Elementary;

¥ Wonnell Dobbs as a custodian at Robbins Elementary; and,

¥ Dan Scott as halftime English teacher at Scott High.

Other personnel matters taken by the director of schools over the past month included naming as substitute teachers Melissa Graham, Sonnie Washam, Misty Bowen, Terri Vanhook and Amelia Hembree; naming as substitute cooks Wanda Anderson, Barbara Wright and Buffy Harness; and naming as substitute custodians Buffy Harness and Larry Dean Phillips.

Davis also listed the following resignations: Paula Blakley, a teacher at Winfield Elementary; Larry Dean Phillips, custodian at Robbins Elementary; Janet Byrge, teacher assistant at Scott High; Carl Strunk, custodian at Winfield Elementary; and Donald Belcher, teacher at Scott High. Still other personnel matters included the reemployment of Jeremy Hamby as a teacher at Scott High, and the transfer of Debbie Blair from Robbins Elementary to Scott High School.
