SHS: 'Significant Gains' In Test Scores
Meeting in regular session Thursday evening, the Town of Oneida Board of Mayor and Aldermen passed a resolution committing $2.1 million, or 50 percent of the construction costs, for the Boys & Girls Club of Scott County.
The club, which is an affiliate of the Boys & Girls Club of the Tennessee Valley, was formed in 2002 and is currently planning for a facility in South Oneida, just across from the Oneida Wood facility at the intersection of Verdun Road and U.S. Highway 27. Currently, the club - which boasts a membership of some 600 area youths - conducts its activities at the elementary schools in
Oneida and Huntsville.
In effect, Resolution #619, which was passed by a 4-0 vote of the board, underwrites half the construction costs. The town and its taxpayers will assume the debt, but will plan to be repaid by
the Boys & Girls Club, which plans to make the payments through pledges from private and corporate donors.
In part, the resolution reads that it is "authorizing one or more loans under one or more loan agreements between the Town of Oneida, Tennessee and a public housing authority in Tennessee in an
aggregate principal amount not to exceed $2,100,000."
The resolution further states that the Board of Mayor and Aldermen "has determined that it is necessary and advisable to borrow funds and incur indebtedness for certain public improvements as more fully set forth herein . . ."
The resolution states that the loan will provide funds for "the construction and equipping of a community center to be jointly owned with Scott County, Tennessee; acquisition of all property, real and personal, appurtenant thereto; payment of legal, fiscal, administrative, architectural and engineering costs incident thereto; and payment of capitalized interest during construction and for up to six months thereafter, and for the payment of costs incident to the obtaining of loans hereinafter described of the bonds issued to fund said loans . . ."
The loan, according to the resolution, will be "payable from ad valorem taxes to be levied on all taxable property within the Municipality."
While the Town of Oneida has agreed to underwrite half the cost of the construction, the Scott County Legislative Body is expected to commit a similar figure at a later date to cover the other half of the construction.
Currently, J&M Construction of Huntsville is working to prepare the site for the new facility, with construction expected to begin next month.
The Boys & Girls Club of Scott County provides after-school activities, as well as all-day activities during the summer months, breaks and on snow days, that are both educational and recreational in nature. The club is open to children ages six months to 18 years, with membership fees dictated by family income. Its executive director is Robert Wright.
