Board approves transfer of funds

HUNTSVILLE — The Scott County Board of Education Thursday approved a temporary transfer of funds totaling $355,000.

The money will be taken from the budget’s fund balance, with $255,000 earmarked for contractor costs on the building program and $100,000 to go into the Federal Program category to insure adequate funds being available for positive cash flow and timely payment of bills.

Prior to the vote to approve the transfer of funds, Director of Schools Sharon Wilson explained to the board that a change in computer software in Nashville has slowed the flow of Federal Programs funds from Nashville, and that she had been assured by Scott County Director of Finance Keith Jeffers that a bond issue will be in place by the end of the month to replace the $255,000 being transferred to pay the contractor.

The motion approved by the board for the transfer stipulated that the money would be repaid to the fund balance “no later than January 5, 2010.”

As its first order of business Thursday, the board voted 5-2 in favor of Jim Sexton as the new chairman. Sexton replaces Brian Strunk, who has held the post for the past year. Strunk, in turn, was elected as the board’s vice chairman.

In other business Thursday, the board:

• Approved, on separate motions, to appoint Rodney West as the board’s legislative liaison for the Tennessee School Boards Association’s (TSBA) legislative network, and named him to a one year term on the Clinch Powell Board of Directors. West served in both capacities last year, as well;

• Approved a board trip to the TSBA’s annual convention in Nashville, Nov. 14-17;

• Appointed Esther Abbott, Brad Zachary and Brian Strunk as voting delegates at the TSBA Delegate Assembly at the annual convention in Nashville;

• Approved the appointment of Central Office staff members Curtis Bruce, Linda Keeton and Ryan Keeton as board representatives on the negotiations team with representatives of the Scott County Teachers Association;

• Voted to ask the Scott County Finance Committee to solicit bids for the 2010 Jr. Beta Club trip to Washington, D.C., and the Scott High Senior Class trip to New York City;

• Approved the Extended Contract Proposal for the 2009-2010 school year;

• Authorized $500 to sponsor a table for the Board of Education at the October 5 Boys and Girls Club Hall of Fame Banquet;

• Authorized the acceptance of a $4,400 grant from the Tennessee Arts Commission, which will be used to develop a theatre project at Burchfield Elementary School, which will culminate with a play performed by students in the spring of 2010;

• Voted to change the TCAP testing dates to April 15-22, 2010, which necessitated a change in the 2009-2010 school calendar. That change will result in spring break being rescheduled from April 12-16 to April 5-9, 2010;

• Approved a budget amendment in the IDEA, Part B budget, to provide funds for a CDC teaching position within the school system’s Special Education program for the 2009-2010 school year;

• Approved the 2009-2010 Safe School Grant to provide safety equipment, training and materials to enhance safety throughout the school system;

• Authorized adding sixth bus route for Burchfield Elementary due to increase enrollment;

• Approved the creation of a Program Coordinator for the district-wide junior high baseball and softball programs for the current school year; and,

• Approved the Scott County Emergency Resource Plan to show compliance with the SAVE Act requirements stipulated in TCA §49-6-(3-15).
